Summer Pasta Salad

In a large stockpot, bring 2 quarts water to a boil. Add the salt and the pasta. Cook until the pasta is al dente, rinse once under cold water, drain, and transfer to a large bowl.

In a saute pan, heat the olive oil over high heat. Add the bell pepper and onion and cook, stirring, until softened, about 3 minutes. Reduce the heat to low, add the garlic and salt and pepper to taste, and cook, stirring, for 30 seconds. Transfer the mixture to the bowl with the pasta and toss….
